Tactical Resources Corp wants to develop a rare earth mine in the area sout=
heast of El Paso, Texas, where rich deposits have drawn a few investors to =
what could become a hub for the state=E2=80=99s production of the metals ne=
eded for modern energy and weapons technologies. But even under the best ca=
se scenario, it=E2=80=99ll be a while before the company produces minerals =
from its site. And demand for domestically supplied rare earths is only goi=
ng up. So the company has found a faster way to get material to market. In =
March, the startup bought a long-running quarry near its mining site that a=
lready produces the Union Pacific railway=E2=80=99s ballast, the sharp, ang=
ular rocks that form the track bed. On Wednesday, I can exclusively report =
for this newsletter, Tactical Resources plans to announce that it has secur=
